This Flex Ticket allows access to Liberty Island and Ellis
Island, including the grounds of Liberty Island and the Ellis
Island Immigration Museum. The FlexTicket is valid for a one-
time use within a three day period. A Monument Pass may not be
ordered online with the Flex Ticket.

Monument　Passへの変更は、出来ないと思います。
(ニューヨークは、初めてですので確信はありませんが・・・)
